What do you do if the census taker put straight lines across some of the city/county/state fields and others he left totally blank?  Do you assume that they are to be blank or do you guess that he meant the straight line to be "ditto"?  I left them blank, and the arbitrator agreed, but I want to know for future occasions!

What do you do when he name of the state is written in the city field?

Blank. If the name of a city, fill it in, R for rural, same house, same place, etc could also go in the city column.
